[Android] Updated Global shield setting 'FingerPrint protection' is not retained even after page Reload

Description: Updated Global shiled setting 'FingerPrint protection' is not retained even after page Reload

Device Details:

• Install Type(ARM, x86): ARM
• Device(Phone, Tablet, Phablet): Gionee s5
• Android Version: Android s5.1

Brave Version:

1.0.71 Chromium 71.0.3578.83 Steps to reproduce:

1. Launch Brave with clean profile
2. Open 4 tabs and load different sites in each tab
3. Disble the site shield setting Block 3rd party cookies in 3rd tab
4. Navigate to Settings->Privacy and Eanble the default global shield settings for FingerPrint protection
5. Reload all the 4 tabs.
6. FingerPrint protection is enabled in 1, 2nd and 4th tabs

Actual Behavior Global shield setting FingerPrint protection is not enabled in 3rd tab even after page Reload

Expected Behavior Global shield setting FingerPrint protection should be in enabled state in 3rd tab after page Reload
