Update autocomplete Top Sites list #7746

Brave bundles ~500 domains that we think users might want autocompleted, so that some URL bar entires can be autocompleted for the user w/o a network request.

This list is 2-3 years out of date. Would be good to update it to reflect the current Alexa 500 or 1k. Current list: https://github.com/brave/brave-core/blob/master/components/omnibox/browser/topsites_provider_data.cc

There are a couple of alternatives suggested in the comments.
