Address bar empty unless website starts loading

Regression in 1.61, probably due to URL bar revamp effort

URL bar should not be blank after clicking on link or entering search

Verified on iPhone 12 running IOS 17.1.1 using version 1.61 (23.12.18.22)

Ensured that address bar is not blank when loading website using STR in https://github.com/brave/brave-ios/issues/8576#issue-2047447990
Ensuerd that address bar is not blank when using voice search.
