Add Griffin study for BraveWalletAnkrBalances feature

Adding a study for the BraveWalletAnkrBalances feature enabling it for 50% of the users. The flag is available as of 1.62.x and is disabled by default.

Verified loading Portfolio updates the balances
Verified loading Account updates the account balances
Verified loading Asset details updates the balance and lists the accounts with balance
Verified able to Send tokens and see the balance update
Verified able to Swap tokens and see the balance update

Discussed with @onyb regarding balance not being updated for Android. Logged https://github.com/brave/brave-browser/issues/39134 and as per @onyb we should remove Android from the study and only have it for Desktop for now
