Remove BraveHttpsByDefaultRolloutStudy #1103

We enabled HttpsByDefault by default in https://github.com/brave/brave-browser/issues/31104, so we can remove the study from seed.json

Closing as both https://github.com/brave/brave-variations/pull/1104 & https://github.com/brave/brave-variations/pull/1105 have been merged.
