Unable to open settings from within the opened page

Describe the issue you encountered: Unable to tap on the Settings icon when a webpage is opened in a bubble. Have to navigate back to home screen to open settings

Expected behavior: User should be able to open settings page from the bubble or hide the settings icon when a bubble is opened.
