If a link bubble does not appear, repeat steps 2 & 3.
After 1 or two repetitions of these steps, a bubble will appear, the focused app will be unresponsive, and the Brave section in the notification panel will still read "touch to unhide".
In this state, touching a bubble causes it to move to the top of the screen as if opening the bubble, but no browser window will appear, and the main app will still not receive touch events. Touching the bubble again will move it back to the edge of the screen. Only toggling "touch to unhide" and "touch to hide" again in the notification panel (or quitting & reopening Brave) seems to correct this state.
