update to https everywhere 5.2 #846

Latest version is 5.2.5, but the latest release branch will always be referenced here:

https://github.com/EFForg/https-everywhere/tree/release

This is the most reliable way to reference rules in the latest release of the extension.

@Hainish our numbering system is a bit different; we drop the minor version point number so we don't have to update the client every time there's a ruleset update (the ruleset URL is hard-coded).

fwiw https://s3.amazonaws.com/https-everywhere-data/5.2/httpse.sqlite is based on 5.2.3 at the moment and will be updated to 5.2.5 this week.
