Consider adding manifest v2 extensions check to manual pass #594

Per discussion in today's desktop call, we should be sure manifest v2 extensions are working going forward. We might want to consider adding a check to manual passes or just doing a check with major chromium bumps for this.

We agreed to cover this check for 1.69.x with https://github.com/brave/brave-browser/issues/40429.
