Brave syncer update #305

This is necessary for https://github.com/brave/brave-core/pull/2010 ~Old code must deploy this new deps before above PR landed or it will get exception when get-existing-objects on old code devices~. This change extends the protobuf definition but it won't affect the old code functionality

lib/api.proto.js is generated from npm run build-proto
