Start build out of AWS service for combined Referral + Updater #148

Start the process to build out AWS staging and prod environments for the future combined Referral + Updater service.

The new service will require the following components:

  1. Web service
  2. RDS (Postgres)
  3. cron (scheduling)
  4. Logging
  5. Code update system
