Basic logic for generating BitGo wallets for every user.

Looks good to me but pls add some info about config/config.development.js.tpl to the README.

Cool, thanks for taking a look. The bigger question is if we should even land this in the first place, and what our end game is. Regardless, it's not a ton of code so it's something that we can backout or disable if needed.
