Cannot install on windows 8 64 bit #791

What steps will reproduce the problem?
1. Download APM planner 64 bit MSI
2. attempt to install as administrator
3. setup fails and rolls back install

What is the expected output? What do you see instead?
expected setup to complete successfully. setup fails instead

What version of the product are you using? On what operating system?
1.2.13 Windows 8 Pro 64 bit

Install keeps rolling back even with .Net 3.5 enabled via Configuration/ enable 
Windows Programms> .Net 3.5
