Add a flat-rate discount [INT type should be enough, no need for LONG] to moon rent values, based on Moon Rarity.
Should be able to set this the same way Mining Tax % is set based on ore rarity, or at least a 50m ISK discount for R4 moons (hardcoded is fine).
