Close olders when disabled still closes older tabs #41

Describe the bug

I have close olders disabled. I would expect the action to be: I open a site which already exists in a tab, and I am brought to the older tab (especially if its in a tab group) and the new one closes. But, instead, the older tab is actually closed.

What browsers are you seeing the problem on?

To Reproduce

  1. Disable close olders
  2. restart Chrome to ensure it took
  3. open a tab that already exists
