Clean up the Staff web pages #22

In the staff/employee half of the web app, the CSS is a little messy and
the layout isn't that great.  Clean up the CSS and perhaps create a better
layout.  Consider using another person's layout (search for some on the web).
Low priority for now.

I cleaned it up a little.  There's an external style sheet now.  The layout is 
okay,
but not great.
