Create a login page so that a user name and a password is required to
continue to the approval process.

A login page and a Login Bean has been created.  However, it is currently 
limited in
that the only way to check if someone is logged in is if the page sends a 
request,
meaning that manually typing in the address of a staff page will not check for
authentication.  I found a work-around, but this will not be done by version 
2.0.
