Implement Two Account Types #48

Currently, anyone can upload a picture to Photo Hunt and anyone can sign up
for an account and approve pictures.  There needs to be two account types,
users and administrators.  Users need to log in before uploading pictures.
 Creating an administrator account requires the approval of another
administrator.  In that case, we may need 3 account types.
