Add Tag Table #49

Create a new table in the database called "Tags".  The tag will have a
short description and a long description.  The short descriptions will
appear in the upload pictures drop down menu.

Created migration that makes the table.

Created a page to edit the tag information.  These tags appear in the upload 
pictures drop down menu.

Still need to link these tags to their long description.
