Every project needs to specify how to contribute to it. It is part of the project maintainer responsibilities.

Right now, we already have a beta version of the template here.

What upgrades do you think we should make?

I like it, I saw some comments and instructions for creating new issues in another repo, I think we can use some of it.

[ ] This is not a v0.x issue.
[ ] I have searched the issues of this repository and believe that this is not a duplicate.
