Viewport meta context #2

In the boilerplate, the viewport meta tag is in there as if it's fixing a bug in mobile browsers. In reality, most websites are still not responsive, and if you use the viewport meta tag on a site that's not responsive, the site is entirely un-useable. It might help to put a note in that this tag should only be used if your site is fully responsive.
