I need binary packages.

There has been some delay in actually publishing a binary package ecosystem.

The package manager (developed at https://github.com/brechtsanders/winlibs_tools) works well, but I need to make sure licenses and conditions are respected when publishing binaries. This has proven to be a lot more work than I thought.
