Decide on schema for TrueBaseIds #21

It would be worth it to spend a couple of hours doing a post on all the "micro" schemas we have in our Internet world, such as emails, DNS, http, file systems, et cetera. Also include the rules around some popular sites like Wikipedia and reddit.

Then make the best decisions on what the allowed character set is in TrueBaseIds (file name)

It seems like Windows might be the most restrictive, so we should just have constraints that ensure things work nicely with Windows, Mac, Nix, and HTTP
