DG: Value proposition section left empty but explained in subsequent sections

The value proposition seems left empty yet there are 2 subsections explaining the value proposition right after.

It is possible that not all readers will understand how the following subsections tie in with the value proposition and it would be better to have a slightly better formatting of this part of the DG to confuse the reader less.

This was the intentional structure of the section.

Value Proposition:

• 6.1.1 Problem
• 6.1.2 Solution

If this is even considered a documentation bug, it is purely cosmetic - all information is in, but perhaps some may not agree with the way it is structured.
