Rev `package:pointycastle` version to include bugfix #328

The pointycastle package recently fixed a bug in the 3.8.0 release. This PR updates the pointycastle version past that bug, to avoid breakages of package:grpc.

Thanks. I'll get that pushed out, and I'm working on a big 4.0 major update and I updated that branch too, https://github.com/brendan-duncan/archive/tree/4.0.
