Will the program connect to odb2-device (e.g. ELM327 Wi-Fi) via Wi-Fi?

It should, it works over Bluetooth. As long as it can communicate with an ELM327 device it should work.

To paraphrase the question: whether the program can work only on Wi-Fi, i.e. on TCP/IP?

How do i connect it over wifi? The autodetect doesnt find anything
