Checklist for releases

Once we get 2.0 out, there are a bunch of routine checks that should happen before each subsequent release:

• Check against latest GHC versions
• Check for outdated bounds
• Update botocore and regenerate bindings
• Add new IMDS paths to our client
• Check for new regions

This needs to go into a doc template or something so we remember to do them all each time.
