Allow export of ticks for a person for a particular area

Needed if a client wants to show all the ticks for a downloaded offline crap

There is already a template for this:

(-1 means your account, otherwise you could use a specific account id).

but it probably goes better in a feed as you suggested.

Yep thats cool. We just need to convert it to a cleaner api - the json has html rather than raw data.
