Add GPS fence and Reverse geocoding codes for nodes #4

Only done for area. Reverse geocoding not yet done in UI.

Bug that only accepts about 12 points in a polygon

DONT FORGET to self - need to make custom build of OpenLayer js library and stick into static instead of bloated full lib from openlayers.org
