MSG: [RCON] Couldn't find: changeusername

This could actually be really useful feature. It's what Cosmic uses for the "Buy username"-feature.

Best way

Through user_id and new_name. Should work like :changename-command in-game. It should also update namechange_log, which is already existing in database.
