New RCON Commands

Possible new RCON commands:

• ban (int $userId, int $duration)
• event (int $userId, string $message)
• freeze (int $userId)
• roomItem (int $roomId, int $itemId)
• roomEffect (int $roomId, int $effectId).

• Ban - Just use a query and disconnect the user, its more flexible this way and easier in my opinion
• Event - There is a plugin for this made by Arpy, but I've already asked @beny or @Harmonic to add it in to Morningstar.
• Freeze - What is the use case?
