Verbose mode which logs when rules are discarded? #8

Not sure if I'm not seeing it, but it'd be nice if there was a flag or option which logs to the console whenever a certain JSCS/JSHint rule is ignored. I tried checking polyjuice --help but didn't see it listed.

I found https://github.com/brenolf/polyjuice/blob/master/doc/JSCS.md but manually comparing that to my .jscsrc and .jshintrc files can be a bit tedious.

This function currently does not exist, and that's a good idea! I should add this soon :+1:
