Enhance number-of-classes selection mechanism #128

There are only a few built-in classification types that support a user-selected 
number of categories/classes.  These are:
- Quantile, Natural Breaks, and Equal Intervals
- Custom Categories are created by the user, but are only modifiable through 
the Category Editor.  Unique Values depends on the data rather than being 
chosen by the user.

Instead of raising a dialog box prompting the user to specify the number of 
categories when switching to Quantile, Natural Breaks or Equal Intervals, the 
numbers 1 through 10 will be presented as a submenu.  For the Rates dialog, we 
will add a spin dialog to specify numbers 1 through 10.

In this way, the user will be easily able to change the number of categories 
within an existing view, rather than having to create a new view.
