basemap doesn't work on windows #192

Basemap doesn't work in windows -- seems the path of GeoDa, e.g. c:\Program 
Files\GeoDa Software\basemap_cache\, won't work because of the "spaces" in the 
path.

in the setup.exe created by inno, the folder basemap_cache needs to be setup 
permissions with write so that tiles (png files) can be downloaded.

fixed in ci 3686.

Will be applied in 1.7.37
