switched to sdk style project file
switched to .Net Standard 2.0

Hi @brentmannering ... is there anything someone else could do to help this PR march forward? would it help if I pulled down @richej's branch and did any tests on your behalf? I'm evaluating linq/dapper, and would love to give your library a try :)
