Add citation link #96

Hi @brentp,

I was just trying to cite vcfanno, found your paper from googling, but noticed it wasn't listed on the GitHub README (the first place I always look for citations).

So, I wonder if you would like to include the vcfanno citation in your README to save future people having to look for it?
