download.finance.yahoo.com for csv very sporadic - often failing.

If you do the same request to download.finance.yahoo.com multiple times, you 
will get different results.  Different stocks are randomly excluded and it 
doesn't appear to be related to any throttling, unless the request limit is 
extremely low to trigger on any usage.  These changes have made 
download.finance.yahoo.com generally useless over the past few days.
