Growl posts notifications for Growl #455

If the user has Growl 1.2.x installed and running along side Growl 1.3.x then 
Growl 1.3.x will display notifications from Growl 1.2.x, hardcode a ticket 
removal and ignoring of Growl.

this isn't actually a case where the old growl is posting a notification in the 
current version, but instead that GrowlHelperApp is also running and displaying 
the update notifications.  The solution here is going to be to display a dialog 
in the current version when it can't register the legacy pathway (i.e. GHA has 
already registered it before the current version can).

closing as invalid since the notifications aren't being displayed by the 
current release, but are in fact being displayed by the old one.
