Add a way to set times for notifications #537

Add a way to only get notifications during specific time ranges.

You may only want to see notifications but not have any actions fire at say, 10 
pm, but they can start back up after 7 am.

Or you may not want any visual notifications after you have left the office, 
but you want actions to fire so that you get things like prowl notifications.
