Growl not forwarding message to Notification Center

What steps will reproduce the problem?
1.  cpan install Growl::GNTP
2. Set Growl's preferences to display notifications in Growl
3. Run the attached script in Perl
4. Set Growl's preferences to forward notifications to Notification Center

What is the expected output?
same message in Growl and Notification Center

What do you see instead?
message in Growl, silently fails in Notification Center.

What version of the product are you using? On what operating system?

Growl 2.1.3, Mavericks

Please provide any additional information below.

This issue also affects a Tcl binding to the GNTP protocol that I maintain. I'm 
using a Perl script to illustrate because the Perl module is easier to install 
via CPAN than my own, but the symptoms are the same.

Also, step 5, run the Perl script again to try to view output in Notification 
Center--it fails.

Merging as a duplicate of 621, sorry for not letting you know I had gotten it 
filed, I headed off to lunch shortly after and had a bunch of family stuff this 
afternoon
