Access pb files by using http instead of ftp #39

Some users (e.g. users of gameservers.com) do not have ftp access to their pb 
screenshots, but they can access those files by using http. 

The following files are publicly accessible:
http://x.x.x.x/pbsvss.htm
http://x.x.x.x/pb000001.png

It would be nice to have the following options in ACP:
- User can select to use http instead of ftp.
- User needs to set publicly accessible pb path, see paths above.

The URLs can also be this way (GameServers):

http://x.x.x.x/x.x.x.x/pbsvss.htm
http://x.x.x.x/x.x.x.x/pb000001.png

And when user install PBSV, prompt option "ftp or http", script check if path 
is public and let go or not.
