the "{out}" variable does not get resolved in all cases. #30

Found while trying to build the psychotic UPS. A setting in the [package ups] section: buildenv_UPS_DIR={out}/{build_dir} fails to resolve the {out} part. Setting out_dir={out} in the [defaults] section allows the buildenv var to be defined correctly with {out_dir}.
