Pull request CI builds should only brew audit new/changed formula #1660

It seems nearly every time I create a new pull request, the CI builds fail with brew audit failures unrelated to the formula(e) included in the pull request.

E.g. https://github.com/brewsci/homebrew-bio/issues/1659
