Description

Updates the README to be less wordy
Updates the Playground HTML page to match README
Updates substation.libsonnet fetch method for the Playground HTML page

Motivation and Context

This should clarify some of the project's use cases and make it easier to discover.

How Has This Been Tested?

The playground changes are already live on https://www.substation.run/.
