Description

Adds support for Docker in Docker within the dev container
Enforces arm64 in the dev container
Removes an unused dev container extension

Motivation and Context

This makes it possible to build containers from within the dev container and simplifies example Terraform deployments.

How Has This Been Tested?

Tested locally within the dev container.
