Description

This is in addition to https://github.com/brexhq/substation/pull/157:

Add AWS_DEFAULT_REGION for AppConfig uploads during builds
Truncates SUBSTATION_VERSION to ignore abbreviations (v1.2.0-3-g2821f58 becomes v1.2.0)

How Has This Been Tested?

E2E tested with the docs in the README.
