Description

Add fuzz tests for transform
This closes #236
Some files were entirely untested, I didn't add net-new test files for all untested files. Those are easy to identify for later test additions.

Motivation and Context

OpenSSF was recently deployed for CI and it calls out fuzzing as a gap. More info available here:
