XferAnim applyToRig.py seems to be missing #11

What steps will reproduce the problem?
1. Open XferAnim
2. Tools => Open Offset Editor
3. error

What is the expected output? What do you see instead?

it seems that applyToRig.py is not supplied with the package

this should be fixed, although I haven't yet put it in the latest release.  
download xferAnim.py from the repository and it should be good.
