I am using perlbrew and perl 5.22.0. Installation fails because Math::BigInt::Pari has an unfixed critical bug (#96198) since perl 5.21.0.

Hmmm. There are pass reports for Net::SSH::Perl and perl 5.22, see http://matrix.cpantesters.org/?dist=Net-SSH-Perl+1.38 All from my smokers. I wonder whether a special distropref was responsible for the successful tests?
