[CosmosDB] Upgraded SDK to the latest version #1628

This includes:

  1. Cosmos DB SDK upgrade to the latest version
  2. A change to allow for request diagnostic logging
  3. Update operation uses the new patch API instead of read and replace
  4. removed retry capability
